The Greater Washington Government Contractor Awards™ honors the leaders and legends of the government contracting community. A prestigious panel of industry and government professionals select finalists and winners from a large pool of nominees. 

Presented by the Northern Virginia Chamber of Commerce and the Professional Services Council (PSC), the Greater Washington Government Contractor Awards™ winners are announced at an evening gala, which has been dubbed the "Academy Awards of Government Contracting." This unique networking event draws more than 1,000 industry and government leaders. 

The award categories include: Contractor of the Year in four revenue categories, Executive of the Year in three revenue categories, and one Program of the Year. In addition, an outstanding leader from the government contracting sector is inducted into the Greater Washington Government Contractor Awards Hall of Fame in honor of his or her tremendous lifetime achievements and one individual is selected as the Public Sector Partner of the Year.

Award winners are announced at the gala in November.

Contractor of the Year
This award is presented to a government contractor in the Greater Washington-area for distinguished financial and operational accomplishments. The award has been divided into four different revenue categories and is selected in recognition of distinguished financial and operational accomplishments and outstanding contributions during the past year to employees, the government contracting industry, and the U.S. Government. 

  • Contractor of the Year (up to $25 million)
  • Contractor of the Year ($25 to $75 million)
  • Contractor of the Year ($75 to $300 million)
  • Contractor of the Year (greater than $300 million)


Executive of the Year
This award is presented a Greater Washington-area government contracting C-level executive who made outstanding contributions to his/her company, the community and the government contracting industry during the past year. Three awards will be presented in this category, stratified by gross annual revenue using the most recent fiscal year-end revenues.

  • Executive of the Year (up to $75 million)
  • Executive of the Year ($75 to $300 million)
  • Executive of the Year (greater than $300 million)


Hall of Fame Honoree

The Greater Washington Government Contractor Awards™ Hall of Fame inducts one honoree each year for unparalleled professional excellence and life-long contributions to the community and the government contracting industry. The Hall of Fame honoree is nominated and chosen by the Selection Committee.

Public Sector Partner the Year

Presented to a Federal government procurement professional who has demonstrated unusual leadership and vision in building a spirit of partnership with the private sector and/or leading change in the procurement community.

Program of the Year

Presented to a government contractor in the Greater Washington Area for an exemplary contracted program as described within Contractor of the Year application. In order to be considered for this award, you must apply for Contractor of the Year in one of the four revenue categories. The winner is recommended by the Selection Committee through a combination of mission achievement, financial success, and customer recognition.


Criteria

Contractor of the Year
Applicants must meet ONE of the following criteria: 

  • Be headquartered in the Greater Washington, DC region defined as south of Baltimore, north of Richmond, from the Chesapeake to the Shenandoah;
  • Have more than 50 percent of employees in the Greater Washington, DC region; or 
  • Have at least 1,000 or more employees in the Greater Washington, DC region 


Executive of the Year
Applicants must meet BOTH of the following criteria:

  • Be a C-level executive of a government contracting company; and
  • Reside in the Greater Washington, DC region

Anne Altman
Co-Founder and CEO of Everyone Matters, Inc.
Anne Altman is Co-Founder and CEO of Everyone Matters, Inc., a social impact enterprise founded in 2017 dedicated to ensuring that everyone has equal access to citizen- based services, healthcare and education. Anne is an experienced and respected Corporate Director serving on numerous public and private boards. She is Board Chair of Siemens Government Technologies, Inc.; Board Vice Chair of Maximus, Inc.; and independent director of Techflow, Inc., Knightswan Acquisition Corp., and Gunnison Consulting, Inc. She also serves as special advisor to Craft, Inc. Her committee responsibilities include Nominating and Governance, Technology, Compensation and Audit. Additionally, Anne also serves on the boards of the Northern Virginia Technology Council, The National Symphony Orchestra, The George Mason University Leadership Council, The George Mason University School of Business Advisory Council and the GMU Center for Innovation and Entrepreneurship.

 
Ellen Glover
Executive Vice President, ICF

Ellen Glover joined ICF in 2005 and has more than 30 years of experience in the technology market. At ICF, she leads an organization that provides services to government and commercial clients in technology, digital interactive, strategic communications, cybersecurity, program management, and organizational research and learning. Previously, Ellen held executive positions at Advanced Technology Systems, Impact Innovations Group, and Dynamics Research Corporation.

Deepak Hathiramani
Founding Partner and Executive Chairman of SteeleHarbour
Deepak Hathiramani is a Founding Partner and Executive Chairman of SteeleHarbour. Working with the CEO, Mr. Hathiramani serves as a trusted advisor to help execute the firm’s vision, strategic plan and corporate governance initiatives. He is a member of the firm’s Investment Committee. He is also the founder and Managing Director of Hathi Partners LLC, a family office investment firm focused on alternative investments including private equity and venture capital. Mr. Hathiramani is also the founder of Vistronix Intelligence and Technology Solutions, a national security solutions provider, until its acquisition by Arctic Slope Regional Corporation (ASRC) Federal Holding Company. Mr. Hathiramani served as the Chairman, CEO and president of Vistronix and was a member of the Audit and Compensation Committees.
 
Linnie M. Haynesworth 
Retired Sector Vice President and General Manager of the Cyber and Intelligence Mission Solutions Division for Northrop Grumman Corporation’s (NGC) Mission Systems Sector

Ms. Haynesworth is a highly regarded operational leader with an extensive background in technology integration, cybersecurity risk management, strategic planning and large complex software-intensive system development, delivery and deployment to US government and international customers. With P&L operational responsibility for multiple $1B+ divisions, she retired in 2019 as the Sector Vice President and General Manager of the Cyber and Intelligence Mission Solutions Division for Northrop Grumman Corporation’s (NGC) Mission Systems Sector. Linnie also led Engineering, Supply Chain and Product Development functions for the NGC space sector. Ms. Haynesworth received her BS in Electrical Engineering from the University of Southern California (USC) and is the 2019 recipient of the USC Viterbi School of Engineering Mark A. Stevens Distinguished Alumni Award.

 
Tim Keenan
CEO, Keenan & Associates

Tim is the CEO of Keenan & Associates. Keenan & Associates is a firm focused on assisting small to mid-sized firms in the strategic planning and tactical execution to move their firms to the next level of performance. Prior to this, Tim co-founded and operated HPTi for nearly 20 years until its' successful sale to DRC in June of 2011. He has also served as an adjunct professor at George Mason University and Georgetown University in management and entrepreneurship.

Founder & Chairperson of the Board, Creative Associates International
M. Charito Kruvant is Founder and Chairperson of the Board of Creative Associates International. Under Charito’s four decades of leadership, Creative has grown to become a leading implementer to international agencies including the U.S. Agency for International Development, the U.S. Department of State, European governments and The World Bank, among others. Charito has served on numerous Boards, including: The Donors of Color Network, a philanthropic and political outlet for high-net worth donors committed to building power for people of color; the Acacia Federal Savings Bank; the Calvert Funds for socially responsible investing; the Summit Fund of Washington; and on the executive and grants committees of the Venture Philanthropy Partners, an organization that invests in change-makers to find holistic solutions for the 580,000 vulnerable children and youth in Greater Washington, D.C.
 
David H. Langstaff
Executive Vice President, Leadership Division, The Aspen Institute

David has served as the Executive Vice President for Leadership and Seminars at The Aspen Institute for over 20 years. Previously, Mr. Langstaff served as Chairman of the Board of Directors of TASC, Inc. He was named President & CEO and served in that capacity from March 2011 through November 2013. Previously, Mr. Langstaff was Founder, President & Chief Executive Officer and Director of Veridian Corporation from its formation in 1997 until its sale to General Dynamics in August 2003. Veridian was an advanced technology company that specialized in mission-critical national security programs primarily for the U.S. Government.

 
Phil Nolan
General Partner, Blue Delta Capital Partners

Phil Nolan has been involved with Blue Delta since 2011. Mr. Nolan was Chairman, President, and CEO of Stanley, Inc., which he took public in 2006 and then sold to CGI Group in August 2010 for $1.2 billion.  Phil was also the CEO of Camber Corporation, which was acquired by Huntington Ingalls Industries in 2016.

 
Charles Rossotti
Senior Advisor, The Carlyle Group

Charles O. Rossotti is a Senior Advisor focused primarily on investments in the fields of information technology and business services. Previously, Mr. Rossotti served from 1997 to 2002 as Commissioner of the Internal Revenue Service, the federal agency that serves 175 million taxpayers and employs 100,000 people. As a result of his leadership, the public’s rating of the IRS increased greatly and relationships of trust with Congress, tax professionals and business groups were restored, and the agency’s effectiveness turned around. In 1970, Mr. Rossotti co-founded American Management Systems, Inc. and until 1997 served at various times as President, Chief Executive Officer and Chairman. AMS grew through his tenure, becoming a major international business systems consulting and systems integration firm with revenues of more than $1 billion.

 
Sumeet Shrivastava
President and CEO, Array Information Technology
As president and CEO of Array Information Technology, he provides overall corporate leadership for the company’s growth and delivery strategy. Prior to Array, Shrivastava was SVP for public sector at Keane (now NTT Data), and then SVP for North American commercial sales and marketing. As SVP of public sector, he oversaw a business unit providing services to federal, state and local agencies. Prior to Keane, Shrivastava was the EVP and COO of ANSTEC, a Government IT contractor. In 1999, he led the company’s sale to Keane. Shrivastava is highly involved not only in GMU's School of Business, but also with the university. He currently serves on the George Mason University Foundation Board of Trustees and is president of the university's alumni association. Shrivastava also sits on the President’s Innovation Council. At the School of Business, he is on the Center for Government Contracting Advisory Council, Center for Innovation and Entrepreneurship Advisory Council, and Dean's Advisory Council.
 
Stan Soloway
President and CEO, Celero Strategies, LLC

Stan Soloway is president and CEO of Celero Strategies, LLC. He formerly served as president and CEO of the Professional Services Council, and was deputy undersecretary of Defense for acquisition reform and director of the Defense Reform Initiative during the Clinton administration, receiving the Secretary of Defense Medals for Outstanding and Distinguished Public Service. He is a principal of the Partnership for Public Service and a member of the Defense Business Board and Vice Chair of the National Acadamy of Public Administration.

Peggy Styer
Managing Partner, Razor's Edge Ventures

Peggy is a co-founder and Managing Partner at Razor’s Edge Ventures. Peggy focuses on investments in growth stage technology companies and technology-enabled national security companies.  In the last five years, Peggy's portfolio of companies has yielded over $1 billion in shareholder returns.  Before founding Razor's with her partners, Peggy co-founded and was the CEO and Chairman of the Board of Blackbird Technologies (acquired by Raytheon) and co-founder of RavenWing (acquired by Boeing).
