Jill Stiglich
DPAP Deputy Director for Program Acquisition

On April 1, 2016, DoD’s Director of Defense Procurement and Acquisition Policy (DPAP) Claire Grady issued new Source Selection Procedures for DoD. The guidance emphasizes the appropriate use of LPTA and the importance of communication with industry, includes an appendix on ensuring quality debriefings, and generally seeks to institutionalize DoD’s “Better Buying Power” and OFPP’s “Mythbusters” initiatives. However, as we have seen all too often, good guidance alone does not equate to successful execution.

On June 20, DPAP Deputy Director for Program Acquisition Jill Stiglich, who was instrumental in drafting the procedures, will brief PSC members on the guidance and discuss the next steps in its implementation, along with its relationship to other DoD guidance and procedures—such as the DoD Directive (5000.74) for services. There is no fee but space is limited so register promptly to be part of the conversation.

About ABPC
The Acquisition and Business Policy Council is the principal body for developing PSC’s positions and taking action on cross-cutting, major acquisition policy issues. Its focus encompasses wide-ranging issues such as multiple award and schedules contracts, the role of contractors, federal acquisition workforce development, commerciality, contract type and competitiveness, requirements development and evaluation strategies, alternative acquisition models, internal and external communication, and industrial base health and competition. The Acquisition and Business Policy Council fosters formal and informal partnerships with policymakers and allied stakeholders, and works toward an outcome-oriented federal services acquisition process through regular meetings, timely programs, and various other avenues.
