Register Now for PSC Data Call on DHS CIRCIA Proposed Rule (April 18)
On April 18, 2024, PSC will host a data collection call on DHS’s Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) Reporting Requirements Proposed Rule published in the Federal Register on April 4, 2024. Note: this is a 60-day comment period, and the deadline for comments to DHS is June 3, 2024.
This call will help frame the basis of PSC’s written comments and provide an opportunity for PSC member companies to share input and highlight areas of focus. PSC asks member companies interested in providing comments to PSC’s comments package to provide inputs no later than May 6, 2024. Click here to register for tomorrow’s meeting.

PSC Urges Senate to Pass Tax Relief for American Families and Workers Act
The letter, addressed to Congressional leaders, focused on restoring the R&D tax credit, a key provision of the House-passed bill. PSC President & CEO David Berteau underscored the significant but often overlooked impact of R&D investment in supporting the critical role of federal contractors in providing mission-essential services to the federal government.
With current tax law limiting the benefit to 20 per cent of R&D expenditures, federal contractors cannot afford such investments on bids they may not win. This results in missed opportunities for cost-saving innovations within federal agencies. Mr. Berteau urged Congress to restore the benefits to the federal government of full expensing of covered R&D expenditures by passing the Tax Relief for American Families and Workers Act. Register for PSC’s April Artificial Intelligence Roundtable Meeting (April 26)
PSC, through its member-driven Emerging Technologies Working Group, Roundtable on Artificial Intelligence (AI), is monitoring, discussing, and forming observations and recommendations about the federal government’s response to AI and generative AI evolution. Through a set of issue papers and PSC hosted events, PSC aims to provide industry considerations and best practices for federal government executives, managers, and staff on how best to approach AI.
Register here to attend PSC’s monthly AI Roundtable meetings to connect with fellow PSC members on the evolution of AI in the federal context and to guide PSC’s advocacy and outreach with the federal government and Congress.
Request for Member Input on PSC Advocacy for Technology Modernization and Effective Modernization Budgeting
PSC is now soliciting input regarding how member companies perceive technology modernization, their experience with federal agencies, and how PSC can play a role in advocating for effective technology modernization and modernization budgeting on Capitol Hill. Please send any input directly to me at Larsen@pscouncil.org.
Specifically, PSC would be interested in the following input: (1) what federal agencies are you talking to; (2) what alternatives (i.e., moving away from standards and antiquated requirements) are you using or think we could work on; (3) communicating any best practices or private / federal use-cases; and (4) other areas we should focus on. Other thoughts to consider include (5) finding mechanisms to bring in alternative funding to support new technology solutions and (6) advocating for more understanding and helping federal agencies where they can use alternative funding mechanisms to rapidly respond to technology changes.
