In the words of PSC President and CEO David Berteau, it is hard to believe this was our tenth annual Development conference!!! Thanks to more than 200 of you who came in person to the Georgetown Marriott on November 14 – as well as to all of you who participated virtually. Our venue was blanketed with CIDC From the Field storyboards from 2022 that helped tell the incredible work our members accomplish around the globe on behalf of the U.S. government and the American people. What a day, what a CIDC Development Conference!!

Keynotes and Fireside Chats with Deputies from USAID, the Department of State and MCC bookend panels countering China through development, DEIA updates and practices and Localization realities. Who could have asked for more?

ECODIT: Empowering Cambodia’s Youth as Change Agents for the Environment

In Cambodia, ECODIT is working with a diverse coalition of actors—monks, celebrities, indigenous groups, journalists, private sector organizations, and more—to catalyze a dynamic youth movement in support of the environment. Specifically, for the USAID Cambodia Green Future Activity, ECODIT has launched and is implementing a countrywide social and behavior change communication (SBCC) campaign—the first of its kind in the country—that promotes positive behaviors related to biodiversity conservation, forest protection, and sustainable natural resource management (NRM).

A New Teen Magazine in South Sudan Aims to Improve Young People’s Life Skills and Help Overcome Barriers to Education

Girls’ Education South Sudan (GESS) is an inclusive program that is transforming the lives of a generation of children in South Sudan – especially girls and marginalized groups. Funded by UK aid from the UK Government, the Government of Canada through Global Affairs Canada, the U.S. Agency for International Development (USAID) and the European Union, GESS aims to reduce barriers to education through cash transfers to girls and capitation grants to schools and mobilizing learners to enroll in school and communities to support education. In November 2022, GESS launched a teen-focused magazine, as part of its youth mentoring program. Cambridge Education (a member of the Mott MacDonald Group) leads the consortium that manages GESS.

Department of State Announces Latest Group of Science Envoys

The U.S. Department of State has selected seven distinguished scientists to serve as U.S. Science Envoys in January 2023. The 2023 cohort was selected because of their expertise in key issues facing the world today and will focus on these priority areas during their service which include: Ocean Conservation and Marine Protected Areas; Illegal, Unreported, and Unregulated Fishing; One Health and Zoonotic Diseases; Plastic Pollution; Quantum Information Science and Technology; Nature-Based Solutions to Climate Change; and, the Nexus of Environmental Science and Indigenous Knowledge.

 

Department of State Releases $10 Billion “Evolve” RFP

On December 2, 2022, the U.S. Department of State officially released a Request for Proposals (RFP) for its multi-billion dollar “Evolve” acquisition program to modernize U.S. diplomatic technology. Evolve technology services will be purchased through multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a seven-year period of performance. The scope includes IT Management, Network and Telecommunications, Cloud and Data Center, Application Development, and Customer and End User Support services. The anticipated acquisition ceiling for all contracts is $10 billion

 

Millennium Challenge Corporation Releases FY 23 Country Scorecards

From Afghanistan to Zimbabwe - on November 27, MCC released some 80 countries reviews. MCC’s scorecards are a key component in its selection process to determine which countries are eligible to develop a five-year grant agreement known as a compact.

 

USAID Chief Economist – Prof. Dean Karlan

On November 15, AID welcomed its first Chief Economist. Professor Karlan will help elevate the use of evidence across the AID’s operations and programs, integrate behavioral science and experimental design into USAID's work. He joins USAID from Northwestern University, where he serves as the Frederic Esser Nemmers Distinguished Professor of Economics and Finance. Professor Karlan has also held positions at Yale and Princeton.

White House/Congress Matters

No new nominations or Senate confirmations to report. The Washington Post recently took both the Biden Administration and Congress to task either for the WH failing to nominate individuals to 10 key Embassies or for Congress for its dilatory confirmation rate.

  • After a career in international development dating back to 1981, starting as a Peace Corps Volunteer, and including 22 years at USAID and dozen at DAI, Mike Walsh will be stepping down at the end of December.
  • The DAI-implemented Fleming Fund Program received an award for Improving Responsible Drug Use in Pakistan.

Deloitte published a piece on The Role of Electrical Grid Modernization.

On November 10, Kanava International was acquired by Connexus Corp.

On November 16th many in our community came together to celebrate a real milestone - Nathan’s 75th anniversary.

Darlene Andrews was promoted to EVP.

TetraTech’s chief of party for their Ukraine anti-corruption project, Eka Tkeshelashvili, has been appointed to USAID’s ACVFA.
