The Professional Services Council Applauds Bipartisan SPEED Act (H.R. 3838) for Advancing Defense Acquisition Reform

Arlington, Va. (June 11, 2025) -- The Professional Services Council (PSC) applauds the bipartisan efforts of House Armed Services Committee (HASC) Chairman Mike Rogers, Ranking Member Adam Smith, and their staff to improve the Defense Acquisition System to ensure better results for the warfighter. The “Streamlining Procurement for Effective Execution and Delivery Act of 2025” (SPEED Act, H.R. 3838) represents a thoughtful and comprehensive effort to drive greater efficiency, agility, and competition in defense acquisition.
 
By addressing structural barriers and promoting a shift toward best value contracting, the SPEED Act strengthens the Department of Defense’s ability to access and deploy innovative technologies. The bill takes a balanced approach to risk management while enabling faster delivery of advanced capabilities to the warfighter.
 
Importantly, the SPEED Act also reinforces the value of strategic partnerships with industry. By fostering stronger collaboration between government and the private sector—including both traditional defense firms and emerging technology providers—it creates a more resilient, innovative, and responsive industrial base to meet national security needs.
 
The HASC has clearly identified core challenges such as the shrinking Defense Industrial Base and the high barriers to entry for new technology providers. The PSC supports the Committee’s practical, results-focused reforms and looks forward to collaborating with both the House and Senate to ensure these provisions are enacted into law.
