PSC Urges Congress to Enact FY25 Full-Year Appropriations


Arlington, Va. (December 5, 2024) -- In a December 3 letter to Congressional leadership, the Professional Services Council (PSC) strongly urged Congress to pass full-year appropriations for Fiscal Year 2025 (FY25) as soon as possible. On behalf of its 400+ member companies and the federal programs and agencies they support, PSC has long advocated for timely and comprehensive government appropriations as the preferred way to fund success in achieving government missions.

“It’s time to focus not just on the negative impact of Continuing Resolutions (CRs), but also on the positive benefits of full-year appropriations on the Department of Defense and the rest of the federal government,” said PSC President and CEO David Berteau. “Our letter highlights broad examples of those benefits and urges congressional leaders to find quickly a path toward enacting the full suite of FY25 appropriations bills.”

PSC’s examples underscored the positive effect full-year appropriations would have on: (1) faster replenishment of national defense weapon systems and armaments that had been drawn down to support conflicts in Ukraine and the Middle East and (2) acceleration of cost savings and operational benefits related to modernizing legacy information systems across all federal agencies. 

Berteau added, "Passing full-year appropriations in the coming weeks would make funds available for advanced procurement for dozens of programs, delivering replacement weapons up to a year and a half sooner than under additional CRs. It would also speed up the modernization of legacy information systems across the entire federal government by at least a full year.”

In addition to enacting FY25 full-year appropriations as soon as possible, PSC also noted that a delay in FY25 appropriations would push back the budgetary process for FY26.  Berteau emphasized within the letter that “time lost under a CR can never be recovered.”
