PSC Applauds Introduction of Government-Wide 
 “Accelerated Payments for Small Businesses Act”  


Arlington, Va. (April 18, 2019)— The Professional Services Council (PSC) applauds the introduction of the “Accelerated Payments for Small Businesses Act,” legislation that would permanently restore accelerated payments to small business primes and small business subcontractors across all federal agencies.

The bill (H.R. 2322), introduced by House Small Business Committee Members Rep. Troy Balderson (R-OH), Ranking Member Steve Chabot (R-OH), Rep. Chrissy Houlahan (D-PA), Rep. Jason Crow (D-CO), and Rep. Adriano Espaillat (D-NY), helps ensure that small businesses who work as primes and as subcontractors with the federal government are paid in a timely manner for the goods and services they provide. The legislation would direct federal government agencies that contract with small businesses to pay those small businesses within 15 days, rather than the current 30-day standard.

“Accelerated payments can be a critical lifeline for small businesses who work in the federal marketplace—helping to provide access to capital and enhancing growth opportunities,” said Alan Chvotkin, PSC Executive Vice President and Counsel. “PSC strongly supports the Accelerated Payments for Small Businesses Act to provide the entire federal contractor community with this payment predictability. We thank Reps. Balderson, Houlahan, Crow and Espaillat, as well as Ranking Member Chabot, for their leadership on this bill and their commitment to our nation’s small business contractors.”

The Accelerated Payments for Small Businesses Act will build on a provision in the Fiscal Year 2019 National Defense Authorization Act which required accelerated payments for Department of Defense contractors and subcontractors only (Sec. 852, P.L. 115-232).
