PSC Analysis of USAID and Other Civilian Agencies Q1FY18 Spending

Several PSC members informed us of dramatic drops in spending during the first quarter. PSC ran the numbers and compared them with other fiscal years with lengthy CRs. Our analysis demonstrated the clear outlier that Q1FY18 represented and we shared our findings with the Hill. See our analysis for USAID and other Civilian Agencies below.
