Donald Baumgart
Manager, Vision Federal Market Forecast

Donald Baumgart is the Director of the Professional Services Council Foundation’s Vision Market Forecast and Conference, a key initiative that has served as a vital industry resource for over six decades. Celebrating its 61st year, Vision stands as the only non-profit forecast that comprehensively addresses the defense, civilian, and federal markets. Under Donald's leadership, the program has become instrumental in fostering collaboration between government and industry sectors.
In his role, Donald works closely with a dedicated network of more than 450 industry volunteers, each of whom plays a critical role in the market research process. This extensive annual effort involves gathering, collating, and analyzing data to produce the Vision Federal Market Forecast, a highly anticipated report presented during PSC’s annual Vision Conference. This research is essential in strengthening the relationship between the public and private sectors, enabling industry leaders, government officials, and other stakeholders to align their goals, anticipate trends, and engage in informed decision-making that drives innovation and policy development.
As Director, Donald oversees not only the Vision Federal Market Forecast Conference but also the comprehensive, year-long Vision Study process, where Vision’s 20+ study teams search for emerging trends, challenges, and opportunities facing both the government and industry. This robust research process culminates in the Vision Federal Market Conference, where key insights are shared, fostering collaboration and driving meaningful dialogue about the future of federal markets.
Donald Baumgart joined the Professional Services Council (PSC) in 2014 following the acquisition of the TechAmerica Foundation, bringing with him experience in market analysis and research. He holds a Bachelor of Arts in Criminal Justice from Radford University. Through his work, Donald plays a pivotal role in bridging the gap between government and industry.
