Donald Baumgart

Donald Baumgart serves as Director of Member Development at the Professional Services Council (PSC), where he supports the organization's efforts to cultivate new relationships, expand membership, and strengthen engagement across the government contracting community. In this role, he works closely with current and prospective member companies to connect them with PSC's extensive programs, events, engagement opportunities, and advocacy efforts.

Donald brings more than a decade of experience leading PSC's Vision Federal Market Forecast program, one of the industry's most trusted resources for understanding the federal marketplace. For more than 60 years, Vision has provided comprehensive analysis of defense, civilian, and federal market trends while fostering meaningful dialogue between government and industry leaders.

Throughout his tenure with Vision, Donald worked closely with more than 450 industry volunteers annually, and oversaw the year-round forecasting process conducted by more than 20 study teams. Together, these teams analyzed emerging trends, challenges, and opportunities across the federal marketplace, producing the highly anticipated Vision Federal Market Forecast and supporting PSC's annual Vision Conference.

Today, Donald draws upon the relationships, market knowledge, and industry perspective he developed through Vision to support PSC's growing membership community. His work is focused on helping organizations navigate the federal market, build valuable connections, and contribute to the collaboration between government and industry that advances mission outcomes across the public sector.

Donald Baumgart joined the Professional Services Council (PSC) in 2014 following the acquisition of the TechAmerica Foundation, bringing with him experience in market analysis and research. He holds a Bachelor of Arts in Criminal Justice from Radford University.
