PSC staff will review: · OMB’s proposal to amend 2 CFR Part 200, including the proposed elimination of fixed-amount awards and subawards; · Potential implications for contractors that support federal grant recipients, subrecipients, research institutions, nonprofits, states, and other federal assistance programs; · SBA’s proposed rule to remove the 8(a) Program’s rebuttable presumption of social disadvantage for individually owned applicants; · Potential effects on 8(a) eligibility, small business participation, and the broader federal contracting marketplace; · PSC’s initial assessment of both proposals and opportunities for member feedback and possible PSC comments.
