Darlene Bullock began serving as the Executive Director of the U.S. Department of Homeland Security (DHS), Office of Small and Disadvantaged Business Utilization (OSDBU) in January 2020 and was previously the Deputy Director since June 2015. Ms. Bullock has over 25 years of experience in procurement, federal assistance, and acquisitions management. Before joining the OSDBU in January 2011, Ms. Bullock was a Division Director and Contracting Officer in the DHS, Office of Procurement Operations (OPO). OPO is one of the largest procurement divisions in DHS, obligating about $4 - 4.5 billion a year. |

Bradley J. Saull is Vice President for Civilian Agencies at the Professional Services Council, where he leads the association’s policy and programming for federal government civilian departments and agencies with a particular focus on the Departments of Homeland Security, Veterans Affairs, and Health and Human Services. He has led and coordinated numerous federal acquisition training programs in a “Reverse Industry Day” format where industry shares acquisition lifecycle perspectives on topics such as the company bid/no bid decision, innovation and contract administration post award.
