PSC Comments on FAR Part 39 - Acquisition of Information Technology
On Monday, July 28, PSC submitted comments responding to the Revolutionary FAR Overhaul proposed FAR Part 39 which
which prescribes policies and procedures that apply to acquiring information and communication technology (ICT), and supplies and services that use ICT. PSC recommended
this FAR Part should focus on explicitly requiring comprehensive technical documentation and source code
as deliverables
for software that is developed with Government funding to better balance government needs with commercial market realities. At the same time, PSC
recommended
that the Model Deviation should recognize the importance of allowing private contractors to maintain ownership of code technology and software developed for the government to encourage their continued participation in the federal market. PSC's comments are available
