The Professional Services Council Foundation Appoints Mike Reilly as New Director of the Vision Federal Market Forecast

Arlington, Va. (February 6, 2026) -- The Professional Services Council (PSC) Foundation is pleased to announce the appointment of Mike Reilly as the Director of the Vision Federal Market Forecast. In this role, Mike will work closely with a dedicated network of more than 400 industry and government volunteers, each of whom plays a critical role in the market research process. This extensive effort involves gathering, collating, and analyzing data to produce the Vision Federal Market Forecast.

The Vision Federal Market Forecast includes 20+ reports on government-wide, defense, civilian, and information technology (IT) budget trends; reform initiatives; key drivers; and potential business opportunities. Scheduled to be released this year at the Vision Conference on December 8-9, 2026, the Vision Forecast is a culmination of a year-long effort led by the PSC Foundation wherein trained industry volunteers conduct research and non-attribution discussions with government leaders, think tank experts, congressional staff, and Wall Street analysts. It is the only non-profit analysis of these markets.

"Vision succeeds because of the people behind it, and Mike Reilly embodies the expertise, dedication, and collaborative spirit that define this program " said PSC CEO James Carroll. " We are excited to welcome him as Director of Vision and confident he will continue to elevate the program’s relevance and influence."

“The Vision Federal Market Forecast has long been the gold standard, industry-lead collaborative effort for identifying the U.S. government’s acquisition budgets and trends,” said PSC Vision Director Mike Reilly. “I am deeply honored to now lead this process for PSC and to support our hundreds of volunteers, whose collective experience and knowledge of the federal marketplace remains unrivaled.”

Mike has over 25 years of experience in federal budget forecasting and national security policy, including as a consultant, think tank analyst, defense industry executive, and Marine Corps logistics officer. He has dedicated over 10 years to Vision, recently serving as a co-lead for the Macroeconomics and Topline Vision team.

“Mike’s deep familiarity with the Vision process, combined with his extensive experience in federal budget forecasting, will allow him to hit the ground running with this program,” said PSC President Stephanie Sanok Kostro. “His ability to highlight various perspectives and analyses will be invaluable as the program continues to evolve.”
