PSC Welcomes House Passage of FedRAMP Authorization 


Arlington, Va. (Feb. 6, 2020) The Professional Services Council (PSC) today applauded House passage of legislation that will authorize and improve the Federal Risk and Authorization Management Program Authorization Act (H.R. 3941 or the FedRAMP Authorization Act).

“As the overall shift to buying technologies ‘as a service’ continues, federal agencies risk falling even further behind how leading private sector organizations operate,” said PSC Executive Vice President and Counsel Alan Chvotkin. “PSC is hopeful that this legislation will help reverse this trend and act as a catalyst for continued progress to improve the FedRAMP program.”

The FedRAMP Authorization Act, which was passed by a voice vote, will address two important issues for PSC Member companies and contractors: easing reciprocity and streamlining and accelerating the “Authority to Operate” (ATO) review and approval process. The legislation also establishes a public-private “Federal Secure Cloud Advisory Committee” to provide for ongoing coordination of cloud computing products and services to enable agency mission and administrative priorities.

“PSC is grateful for the work of House Subcommittee Chairman Gerry Connolly and Ranking Member Mark Meadows to secure House passage of this important bill,” Chvotkin continued. “This legislation moves in the right direction to a more efficient and streamlined process for the government’s use of cloud products and services. Accelerating the ATO process is essential for bringing more innovation into government and achieving the President’s Management Agenda goals for IT modernization and leveraging data as a strategic resource.”
