PSC Applauds House Armed Services Committee Approval of FY21 NDAA |
Arlington, Va. (July 9, 2020) The Professional Services Council (PSC) applauds the House Armed Services Committee for the unanimous approval of the Fiscal Year 2021 National Defense Authorization Act (FY21 NDAA), annual legislation that provides the Pentagon with spending priorities and acquisition and business policy directives and that includes provisions that benefit federal government professional services and technology contractors.
“PSC commends the leadership of the Armed Services Committee for advancing an NDAA that recognizes the contributions of the government contractor community, supports improved acquisition outcomes, and promotes a more effective, streamlined, and competitive federal contracting system,” said PSC’s Vice President for Government Relations Cate Benedetti.
PSC priorities addressed in the legislation include provisions that will:

Reduce the timeframe for
utilizing expedited closeout methodologies to cover additional services contracts;
•
Apply pressure on federal agencies to implement
existing Procurement Administrative Lead Time metrics and reporting;
•
Reduce the Department of Defense (DoD) use of
incremental funding for services contracts; and
•
Increase oversight of ongoing DoD initiatives on cybersecurity and supply chain risk management.
“With additional PSC priorities in the pending Senate NDAA—including a repeal of a DoD ‘loser-pay’ bid protest pilot program, accelerated payments for all small businesses, and measures to modernize personnel and facilities security clearances—PSC looks forward to continuing to engage with Congress to retain and strengthen these provisions in the final conference report,” Benedetti stated.
The House Armed Services Committee approved their version of the bill on July 6, 2020, by a 56-0 vote. The full Senate is currently considering their version of the FY21 NDAA, which was reported favorably by the Senate Armed Services Committee on June 11, 2020.
