NITAAC CIO-SP4 Discussion
DESCRIPTION
On April 30, PSC is hosting a virtual session with Brian Goodger, Associate Director of NIH’s Office of Logistics and Acquisition Operations, to discuss the Chief Information Officer-Solutions and Partners 4 (CIO-SP4) IDIQ contract vehicle. This event provides an opportunity for government and industry to share insights and information that will result in a better solicitation process, a better contract vehicle, and improved acquisition outcomes to meet future IT needs. 

On March 27, the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) posted the draft request for proposals for CIO-SP4. Responses to the draft solicitation are due by May 15. The final RFP is scheduled to be released in December 2020. For more information on the draft RFP, click here.

Several key questions related to this new acquisition vehicle will be addressed:

* How does CIO-SP3 and CIO-SP4 compare? What are the detailed changes  expected from the previous contract?
* What are the key updates for the new contract? 
* What are the top 5-10 mistakes contractors made from CIO-SP3 that prevented them from getting an award?
* What are some of the top lessons you learned from CIO-SP3 and what are you doing to mitigate them in CIO-SP4?
* What insights should prospective bidders consider from the previous vehicle structure and operations?

Saull is Vice President for Civilian Agencies at the Professional Services Council, where he leads the association’s policy and programming for federal government civilian departments and agencies with a particular focus on the Departments of Homeland Security, Veterans Affairs, and Health and Human Services. He has led and coordinated numerous federal acquisition training programs in a “Reverse Industry Day” format where industry shares acquisition lifecycle perspectives on topics such as the company bid/no bid decision, innovation and contract administration post award.
