PSC Statement on the President’s Budget Request for Fiscal Year 2024
The clock is ticking for Congress and the White House to get moving on the FY24 budget. PSC has begun its assessment of the President’s Budget Request for Fiscal Year 2024 and urged the Congress to move forward quickly on legislation that will provide funding in time for the start of next fiscal. Because companies need to start planning now for next year’s contractor support, PSC focuses on FY24’s proposed funding for each federal agency and on changes in priorities from the prior year. PSC Comments on Credit for Lower-Tier Subcontracting
On February 17, 2023, PSC submitted comments in response to a Small Business Administration proposed rule on "Credit for Lower Tier Subcontracting and Other Amendments." PSC highlighted its support for small business utilization at all levels of Federal contracting but noted the proposed rule contains language that makes required information unobtainable or inconsistent among submitters. PSC's comments included several recommendations to address such issues. You can read the comments here.
White House Releases National Cybersecurity Strategy
On Wednesday, March 2, 2023, the Biden-Harris Administration released the National Cybersecurity Strategy that will “secure the full benefits of a safe and secure digital ecosystem for all Americans.” Access the full National Cybersecurity Strategy here; access the National Cybersecurity Strategy Fact Sheet here.
PSC Comments on T4NG2 2nd Draft RFP
On February 21, PSC submitted comments to the Department of Veterans Affairs on the 2nd Draft RFP of the T4NG2 Contract. See the comments here.
GSA Extends Policy Providing Inflation Relief
On March 6, 2023, GSA’s Senior Procurement Executive Jeff Koses and GSA’s Assistant Commissioner for FAS Office of Policy and Compliance Mark Lee jointly signed Supplement 2 of Acquisition Letter MV-22-02, which extends until September 30, 2023, a temporary moratorium on certain limitations contained in GSA economic price adjustment (EPA) contract clauses. The underlying letter, dated March 17, 2022, reflected several PSC comments on this policy.

[Recording Available] DoD OSBP Roundtable - 2023 Small Business Strategy On Wednesday, February 22, Mr. Farooq Mitha, Director of the Department of Defense (DoD) Office of Small Business Programs (OSBP) engaged in a roundtable discussion with PSC member companies on OSD's recently released 2023 Small Business Strategy. The strategy aims at promoting a strong, dynamic, and robust small business industrial base by reducing barriers to entry, increasing small business set-aside competitions, and leveraging small business programs to grow the small business industrial base. Friday, February 24th marks the one-year anniversary of Russia's invasion of Ukraine. Many PSC members, working on behalf of various U.S. government agencies, have been instrumental in supporting the government of Ukraine. To acknowledge the critical role of contractors in this effort, PSC has published a compendium highlighting the important work performed by 15 of our members in sectors as diverse as agriculture, energy, social and legal services, refugee and internally displaced persons support, and critical digital and IT support.
