White House Releases National Cybersecurity Strategy Implementation Plan
On July 13, 2023, the White House released the long-anticipated National Cybersecurity Strategy Implementation Plan (NCSIP). This plan aims to coordinate interagency actions and will be updated annually by the Office of the National Cyber Director. PSC Sends Letter to Rules, HASC Leadership Concerning Amendments to House FY24 NDAA
On July 7, 2023, PSC sent a letter to House Rules Committee and House Armed Services Committee leadership re: amendments to H.R. 2670, the House version of the FY24 NDAA. Of the 18 amendments that PSC opposed due to potential negative impacts on the defense industrial base and its ability to support government missions, only one was included in the House-passed bill. PSC Signs CODSIA Comments on Rare Earth Element Rule
On June 26, 2023, PSC—as part of the Council of Defense and Space Industry Associations—submitted comments on DFARS Case 2021-D0015, "Restriction on Certain Metal Products." GSA Releases OASIS+ Requests for Proposals
On June 15, 2023, the General Services Administration released final Requests for Proposals for six contracts of the OASIS+ program, including unrestricted as well as small business and socioeconomic set-asides. Proposals are due by 4pm ET on September 13, 2023. The Sam.gov sites are: HUBZone, WOSB, SDVOSB, 8(a), total small business, and unrestricted.
Defense Trade Modernization - Volume II
On June 8, 2023, PSC and two defense associations (AIA, NDIA) released a second set of multi-association recommendations to modernize the Foreign Military Sales (FMS) and defense trade systems; the first set in Fall 2022 focused on DoD actions while the second set focused on State, Commerce, and other departments. The release includes legislative and regulatory proposals to streamline, accelerate, and innovate how the United States and industry can support allies and partners.
