PSC Statement on the President’s Budget Request for Fiscal Year 2024
The clock is ticking for Congress and the White House to get moving on the FY24 budget. PSC has begun its assessment of the President’s Budget Request for Fiscal Year 2024 and urged the Congress to move forward quickly on legislation that will provide funding in time for the start of next fiscal. Because companies need to start planning now for next year’s contractor support, PSC focuses on FY24’s proposed funding for each federal agency and on changes in priorities from the prior year. PSC Comments on NIST's Cybersecurity Framework 2.0 Concept Paper
On March 17, PSC submitted comments on the Cybersecurity Framework 2.0 Concept Paper. PSC's comments focused on proposed changes to CSF 2.0 that may impact government contractors and highlighted several areas for clarification (e.g., definitions of critical infrastructure, explaining how CSF 2.0 fits with other strategy documents). CISA Publishes Zero Trust Maturity Model Version 2.0
On April 11, 2023, CISA published Zero Trust Maturity Model 2.0 that “provides a gradient of implementation across the five distinct pillars to facilitate implementation, allowing agencies to make minor advancements over time toward optimization of zero trust architecture.” If you have any questions regarding this updated guidance, please send those inputs to Krista Sweet, VP for Civilian Agencies at ksweet@pscouncil.org.
DoD Publishes Defense Contract Finance Study
On April 10, 2023, the Department of Defense (DoD) released findings from its newly published Defense Contract Finance Study. Click here to access DoD’s press release and here for the full report. [May 4] Department of Energy Office of Environmental Management Reverse Industry Day
PSC, in coordination with the Department of Energy (DOE) Office of Environmental Management (EM), will host a virtual Reverse Industry Day on Thursday, May 4 from 1 p.m. - 3 p.m. ET. This event is an opportunity for DOE EM acquisition professionals to learn about the challenges and issues that are most important to companies when doing business with the agency. During this event, two panels of industry leaders share details on the industry decision-making process and offer perspectives on how to enhance the DOE EM business environment. In Case You Missed It
New USAID Localization Paper
Earlier this week, another paper on localization was authored by members of the CIDC community and submitted to USAID. Walking the Talk – Reflections on the Use of Indicators to Measure and Foster Locally Led Development is the third such paper on localization submitted to USAID. Drafted by TetraTech/MSI’s Larry Cooley, DAI’s Jean Gilson and Palladium’s Indira Ahluwalia, it reflects input from across the CIDC community. PSC is working with USAID officials to arrange a follow-up conversation on the themes presented in the paper.
